Position Summary:

The Supervisor is responsible for the leadership, oversight of day-to-day operations of asset management for Transportation Services and municipal land administration. This includes ensuring services are provided to employees, customers, and stakeholders in a timely, accurate, effective and efficient manner. The Supervisor will maintain alignment of all contracts and employees in accordance with County corporate policies and procedures as well as all legislated requirements. Through ongoing coaching of employees, support the cohesion of the team, manage crisis and work towards providing excellent internal and external customer service.

The Supervisor is an active participant in developing, and chiefly for implementing, short- and long-term asset management strategies including the ongoing collection of Transportation and municipal land data to develop analytics to support prompt and efficient delivery of maintenance services. This includes liaison with County departments to provide detailed tracking and reporting of County assets.

Core Accountabilities:

Daily Operations
 Identifies personnel requirements and coordinating of employees and departmental workflow.
 Responsible for planning and management of the County’s transportation and municipal land assets.
 In collaboration with the Transportation Services Supervisors, outline asset maintenance needs and related programs. Provide short term and long term planning direction to ensure effective and optimal workflows are achieved.
 In collaboration with the Municipal Lands Administrator, manage the County’s land resources including negotiating the purchase/sale of lands and oversee the administration and occupancy management of County owned lands.
 Manages (coordinates the collection, update and maintenance) of spatial and non-spatial data/information for County Transportation Services and municipal land asset management databases.
 Communicates with other departments to ensure a coordinated approach to project/initiative identification, development and delivery and budgetary requirements and make recommendations to the Manager.
 Reviews and responds to public inquiries as required.
Strategy, Planning, Analysis, Administration
 Provides technical expertise on operational software, including County Works, ESRI Geographic Information Systems (GIS) and Alberta Land Title Systems.
 Develops short and long range plans for asset management and municipal land services to include identification of personnel requirements and coordination of employee and departmental workflow.
 Prepares and coordinates RFP's, asset management plans, specifications, and other information relating to transportation and municipal land assets.
 Participates in the development, implementation and evaluation of objectives, policies, procedures and budgets.
 Prepares or presents Council reports, presentations and research as required.
 In conjunction with the Manager, develop performance measurement tools to provide tracking mechanisms to ensure work done by crews aligns with planned work. Define and implement KPIs and best practices for common road maintenance tasks.
 Attends internal meetings as required.
Leadership and People Management
 Provide on-going feedback and coaching; document performance and discipline as required; and in collaboration with the Manager, conduct formal probationary and annual performance reviews.
 Contribute input into and support implementation, roll-out and enforcement of policies, procedures, guidelines or protocols and communicate pertinent information to employees.
 Provide employees with adequate resources and work procedure training, and ensure required departmental representation on the Health and Safety Committee.
 Ensure workers have a clear understanding of their role and responsibilities relating to County’s health and safety program and in the Alberta OHS Act Regulation and Code.
 Ensure that all the operations under their supervision adhere to the requirements of the County’s OHS Program.
 Display a professional and ethical responsibility to protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to employees, business and residents of Rocky View County.
 Attend and participate in inter-jurisdictional meetings and activities on an ad hoc basis.
 Act in a professional and responsible manner to protect the integrity of employees and the business of Rocky View County.
 Display a professional and ethical responsibility to protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to employees, business and residents of Rocky View County.
 Ensure process is followed for purchase of goods and services within established guidelines.
 Capable of providing coverage in an Acting capacity for the Department manager from time-to-time.
 Ability to perform subordinates responsibilities from time-to-time, as necessary.

Position Requirements:

An equivalent combination of undergraduate university degree in Geographic Information Systems (GIS) geography or engineering with a minimum of five (5) years’ experience in a leadership role preferably in a municipal environment, the Supervisor will:
 Possess exceptional computer skills. Proficient in MS Office (Outlook, Word, Excel, Power Point, Project, and Visio) and Geographic Information Systems (GIS) applications such as ESRI ArcGIS. Demonstrates knowledge and experience of financial software functions.
 Able to approach issues in an open minded and un-biased manner.
 Able to accurately interpret legal survey plans, landscape plans and construction drawings.
 Demonstrate good organizational, time management, writing, and public speaking skills.
 Demonstrate excellent interpersonal skills both in person and on the telephone.
 Demonstrate a strong ability to maintain a high standard of quality, accuracy and confidentiality.
 Able to take initiative and work independently with little or no supervision.
 Possess a valid class 5 driver’s license.
